Ottawa eyes balancing books in jobs focused budget

It's not quite an austerity budget, but it's the closest Canada has come in nearly 20 years.

The Conservative government's 2013 spending plan is heavy with references to skills training, job creation and infrastructure spending but, above all, it's focused on sticking to Finance Minister Jim Flaherty's long-touted plan to balance the books by 2015.
